An established leader in talent acquisition and management, Kristen Carroll is the President and Principal Consultant of Talent Management Strategies, a Manchester, NH-based consulting firm specializing in recruitment, employee satisfaction, workforce development, HR metrics, and operations.

Kristen oversees all aspects of the firm focused on talent acquisition, management, and recruitment solutions, consulting to a wide variety of clients, primarily in healthcare. 

Recent assignments include recruitment contracts development, standardization and implementation, sourcing tool development, sourcing training, agency use elimination planning, automation of processes, HR metrics development, staff training, and staffing solutions consulting

Kristen’s work also includes workforce development, succession planning, performance management tool creation/implementation and compensation consulting as well as RPO planning and evaluation, float pool program development and career coaching/interview skill development.

Prior to forming Talent Management Strategies, Kristen was the Director of Recruitment for Caritas Christi Health Care where she managed a multi-million dollar recruitment budget for six hospital facilities and five sub-acute facilities. Key accomplishments include successfully transitioning the recruitment function from a decentralized to a centralized model and achieving a cost-per-hire 75% lower than the industry average, while maintaining significantly lower time to fill and vacancy rates.

Earlier in her career, Kristen founded a recruiting firm, Permanent Staffing Solutions, and was an Account Executive for Core Medical Group and a Nurse Recruiter for Clinical One.

An accomplished professional, Kristen was the winner of the Association of Employment Professionals H. Michael Boyd Excellence in Employment Award as well as the Beacon Award and the Circle of Excellence Award from Fidelity Investments for her work on the Caritas Christi account.

Kristen has completed substantial coursework at the University System of New Hampshire, Boston University and University of Massachusetts, is trained in Total Quality Management I and II and has pending certification as a Six Sigma Black Belt.

Kristen is the co-author of “Developing Best Practices in a Resource-Challenged Environment” in the February 2009 issue of the Journal of Corporate Recruiting Leadership and is currently authoring "How the Economic Downturn May Be Improving Patient Care" for Health Care Review. 

Kristen was a presenter at the 2008 Association of Employment Professionals Recruiter Boot Camp and is scheduled to speak at the ERE Spring Expo in San Diego CA in March 2009 as well as the ERE Fall Expo in Hollywood Beach, Florida. She will also be a speaker at the Human Capital Management Conference on Innovating HR Strategies in Tough Times in Dubia, May 19-21, 2009 and the Keynote speaker for the Association of Employment Professional's 2009 Excellence in Employment Award Ceremony in June 2009.

She is a Board Member of Advance for Nurses Magazine and a member of the Society for Human Resources Management, the American Society for Healthcare Human Resources Administration and the Northeast Human Resources Association.

Tom Howard, VP of Business Development/Talent Mgmt Consultant

Tom Howard is a recruitment professional with a breadth of recruiting and management experience in industries ranging from high technology to healthcare. A versatile recruiting professional with experience working in both agency and corporate recruiting, Tom is skilled in candidate sourcing, behavioral-based interviewing and candidate management. Known for building strong rapport with both internal and external clients, Tom has a reputation as knowledgeable resource regarding recruiting initiatives.

As Regional Recruiting Manager for Caritas Christi Health Care, he led the recruiting teams at 3 hospitals and 2 ancillary facilities. With a total of 6 hospitals and over 12,000 employees, Caritas Christi is the second largest health care system in New England. As a member of the Recruiting Leadership Team, Tom helped to centralize the recruiting function for Caritas Christi. At the end of three years, cost-per-hire decreased by over 75%, time-to-fill was reduced by 13 days less than the industry average and the vacancy rate dropped to half that of local competitors.

Prior to joining Caritas Christi, Tom worked for Veritude, first as a Senior Recruiter/Project Lead, and then as the Team Leader working on the Caritas Christi account. In that role, Tom led the recruitment and sourcing teams for two hospitals within Caritas Christi.

Before his move into corporate recruiting, Tom worked for Signature Consultants as the Manager of Vendor Managed Accounts where he oversaw recruiting and account management for Fortune 1000 clients such as Bank of America, Wachovia Bank, Miller Brewing Company, Florida Power & Light, Sun Microsystems, Motorola and First Data.

Tom served as Branch Manager at Supplemental Health Care, one of the fastest-growing healthcare staffing companies in the United States where he led the sales and recruiting team to a 47% increase in revenue for the nursing division and a 54% gross margin increase for the region. His professional experience also includes stints as a Recruiting Manager for Core Medical Group and a Recruiting Resource Manager for Opcenter, a placement firm serving Fortune 500 clients with offices in New York, Connecticut, New Jersey, and Massachusetts.

Tom got his start in recruiting by founding his own staffing agency, Warren Avenue Temporaries, a light industrial staffing firm that employed individuals for day labor assignments from shelters such as The Pine Street Inn and Rosie’s Place.

Tom received his BS in Marketing from Merrimack College. He has volunteered his time with the Women at Work Program at St. Mary’s Women & Children’s Center.

Among many professional accomplishments, Tom was a guest speaker for the Association for Employment Professionals Recruiters’ Boot Camp and co-authored “Developing Best Practices in a Resource-Challenged Environment, in the February 2009 issue of the Journal of Corporate Recruiting Leadership. He is scheduled to present Cost-Effective Recruiting Strategies at the ERE Expo in March 2009.
